24## Personnel
26| Person/role | Task and responsibility | Appointment basis | Person-months | Salary basis | Requested salary |
27| --- | --- | --- | --- | --- | --- |
28| [PI] | [Aim/task] | [calendar/academic/summer] | [months] | [documented rate] | [amount] |
29| [Researcher] | [Aim/task] | [basis] | [months] | [rate] | [amount] |
31Explain why the effort is necessary and reconcile it with other commitments. For a
3212-month appointment, calendar effort fraction = calendar months / 12. Do not use that
33denominator for a nine-month academic salary without the correct appointment conversion.
35Synthetic example: $120,000 annual salary × (2.5 / 12) = $25,000 requested salary.
36If the applicable annual cap is lower than institutional salary, apply the cap to the
37chargeable salary basis while retaining actual effort. Apply allowable fringe using
38the approved rate/basis. The salary cap is not a cap on total compensation.
40An employee postdoc uses institutional salary and fringe; an NRSA stipend table is
41not automatically an employee salary schedule. Graduate salary/stipend, tuition and
42fringe must be categorized under the applicable instructions, not hidden in F&A.

Explain why the effort is necessary and reconcile it with other commitments. For a 12-month appointment, calendar effort fraction = calendar months / 12. Do not use that denominator for a nine-month academic salary without the correct appointment conversion.

Synthetic example: $120,000 annual salary × (2.5 / 12) = $25,000 requested salary. If the applicable annual cap is lower than institutional salary, apply the cap to the chargeable salary basis while retaining actual effort. Apply allowable fringe using the approved rate/basis. 44## Equipment, supplies, services and travel
46For each item document:
48- **Need:** [task requiring it; why available facilities are insufficient]
49- **Calculation:** [quantity × unit cost, quote/date and currency]
50- **Classification:** [equipment, supply, service or other category and rationale]
51- **Allocation:** [project share, other users, budget period]
53Equipment classification depends on the applicable agency rules and institution's
54capitalization policy. Do not assume a universal $5,000 threshold. Separate maintenance
55and service contracts when required rather than capitalizing every associated payment.
57For travel, specify purpose, travelers, trip/year, destination if known, and the basis
58for airfare, lodging, subsistence, registration and local transport. Confirm conference
59dates separately. Synthetic annual schedule:
61| Item | Calculation | Year 1 | Year 2 | Year 3 |
62| --- | --- | --- | --- | --- |
63| Research meeting | 3 travelers × $2,500 each, annually | $7,500 | $7,500 | $7,500 |
64| Specialist meeting | 1 × $2,200, Years 1 and 3 | $2,200 | $0 | $2,200 |
65| Collaboration visit | 1 × $1,800, Year 3 | $0 | $0 | $1,800 |
66| Total | | $9,700 | $7,500 | $11,500 |

68## Participant support
70Describe the training/conference activity, eligible participants, support type and
71unit calculation. Do not classify an employee or project worker as a participant just
72because the person is a student. Separate research-subject incentives from training
73participant support. Apply the agency's approval and F&A treatment to the actual category.
74Use selection procedures consistent with the opportunity and current agency policy;
75do not copy demographic quotas from a sample justification.

77## Data sharing and publication
79Estimate repository, curation, preservation, access and dissemination costs separately.
80Synthetic example: 2 planned articles × $3,000 estimated fee = $6,000, not $12,000.
81Replace the fee with a dated quote if needed. NIH public-access compliance does not
82require purchasing gold open access: [NIH's policy](https://grants.nih.gov/policy-and-compliance/policy-topics/public-access)
83uses PubMed Central deposit. Do not invent journal acceptance or assume subscription
84publishing has no possible charges.

86## Subawards and consultants
88State the collaborator's approved scope, deliverables, effort, periods and total costs.
89Obtain the required independent budget/justification and actual commitment evidence.
90Identify consultants' role, days/hours, documented rate and deliverables. Distinguish a
91subrecipient performing programmatic work from a vendor selling goods or services.
93NIH has no blanket 8% domestic-subaward F&A limit. Foreign collaborations require
94checking the [current NIH structure](https://www.grants.nih.gov/policy-and-compliance/policy-topics/subawards)
95instead of assuming a nested foreign subaward is permitted. NSF normally prohibits
96voluntary committed cost sharing. DOE cost share and lab-funding arrangements depend
97on the NOFO and instrument.

99## Indirect costs
101List each excluded category and why it is excluded under the **applicable agreement**.
102MTDC is not simply total direct cost minus equipment or consortium F&A. NIH's 2026
103[exception to revised MTDC rules](https://grants.nih.gov/grants/guide/notice-files/NOT-OD-26-072.html)
104means a generic federal $50,000 subaward threshold must not be copied to NIH.
106Synthetic example **assuming an agreement using only the first $25,000 of each
107subaward in MTDC**, one $100,000 subaward, and a 57% rate:
109| Item | Amount |
110| --- | ---: |
111| Total direct costs (including the full subaward) | $300,000 |
112| Equipment excluded | -$50,000 |
113| Eligible participant support excluded | -$20,000 |
114| Tuition excluded | -$10,000 |
115| Subaward portion above $25,000 excluded | -$75,000 |
116| MTDC base | $145,000 |
117| F&A at 57% | $82,650 |
118| Total requested | $382,650 |
120If an otherwise identical agreement includes the first $50,000, the base is $170,000,
121F&A $96,900 and total $396,900. These are alternative assumptions, not a choice to
122maximize recovery. The subaward cap is cumulative for the agreement's specified period,
123not automatically reset every year.

Indirect costs

List each excluded category and why it is excluded under the applicable agreement. MTDC is not simply total direct cost minus equipment or consortium F&A. NIH's 2026 exception to revised MTDC rules means a generic federal $50,000 subaward threshold must not be copied to NIH.

Synthetic example assuming an agreement using only the first $25,000 of each subaward in MTDC, one $100,000 subaward, and a 57% rate:

ItemAmount
Total direct costs (including the full subaward)$300,000
Equipment excluded-$50,000
Eligible participant support excluded-$20,000
Tuition excluded-$10,000
Subaward portion above $25,000 excluded-$75,000
MTDC base$145,000
F&A at 57%$82,650
Total requested$382,650

If an otherwise identical agreement includes the first $50,000, the base is $170,000, F&A $96,900 and total $396,900. These are alternative assumptions, not a choice to maximize recovery. The subaward cap is cumulative for the agreement's specified period, not automatically reset every year.

125## Cost sharing, if required
127If the nonfederal share `r` is a fraction of total project cost, calculate:
128`nonfederal = federal_request * r / (1 - r)`.
129For $800,000 federal and 20% of total, share is $200,000 and total is $1,000,000.
130Record sources, dates, valuation, authority and allowable cash/in-kind contributions.
131Do not include unapproved commitments or count the same cost in multiple awards.
